Authorized Contractor Program
 
The Authorized Contractor Program was developed by ESA to recognize those Licensed Electrical Contractors and HVAC Installers who consistently perform Ontario Electrical Safety Code compliant work.
 
ACP Participation Requirements
Contractors must meet a number of criteria to be eligible for Program membership, specifically:
  • must complete an orientation package which contains a questionnaire(s) and an application form.
  • must hold a valid ECRA/ESA Contractor License.
  • HVAC Only Installers must hold valid trade licenses or certificates and have $2M in liability insurance for their business.
  • must have a minimum of 20 permits while a member of ESA’s charge account system – in the last one year period – these permits must indicate a defect ratio of <4%.
  • must have a current account balance.
Contractors must also continue to maintain a number of criteria to remain on the ACP Program:
  • must fulfill a 3-month probationary period.
  • must agree to take New Code Training every four years.
  • must ensure their defect ratio does not exceed 4%.
  • must maintain a current account balance.
  • must follow Authorized Contractor Program processes.
  • must maintain a minimum of 20 ACP notifications in a rolling one-year window for continued Program eligibility.

To Participate You Need
To be an Authorized Contractor Program participant you must:
  • hold the appropriate Certificate of Qualification as required by the Trades Qualification and Apprenticeship Act. Appropriate licences include:
    • Residential electrical work:
      • Electrician’s Licence – 309A, C, or D
    • Commercial/Industrial electrical work:
      • Electrician’s Licence – 309 A, or D
    • Heating, Ventilation, Air Conditioning (HVAC) electrical work:
      • Refrigeration and Air Conditioning Mechanic – 313A
      • Oil Burner Technician – OBT1 or 2
      • Gas Fitter Technician – G1 or 2
      • Plumber – 306A
    • Pole Line:
      • Electrician’s Licence – 309A, plus experience (20 permits in a one year period specific to pole line work), or a 434A
    • Sub-Station:
      • Electrician’s Licence – 309A or 434A or CET (must be recognized by OACETT), plus experience (20 permits in a one year period specific to sub-station work), or Professional Electrical Engineer, plus experience (20 permits in a one year period specific to sub-station work)
    • Where applicable, a city and/or Master’s licence will also be required.
  • hold a minimum of $2 million in liability insurance.
  • have filed a minimum of 20 Applications for Inspections in the previous one-year period, while a member of ESA’s charge account system; and not exceeded a defect ratio of 4% (calculated by dividing the number of notifications with at least one technical defect by the number of notifications with at least one site visit).
  • complete all mandatory training.
  • maintain an ESA account balance with no overdue or past due notices.
  • follow Authorized Contractor Program guidelines.
